Japan wants English proficiency level of high school students raised

In the existing five-year plan through fiscal 2022, 50 percent is the national target for English proficiency in high school and junior high students.

It appears that’s going to change soon.

On Wednesday, a Japanese government panel wants to raise the number of junior high school students achieving an English proficiency level equivalent to grade 3 or higher in Eiken tests by graduation.

The target of boosting the share of such students to at least 60 percent over five years was put forward by the Central Council for Education, which advises the education minister, on matters related to the five-year basic education promotion plan from fiscal year 2023.

The plan includes a 60% target share of senior high school students with English skills equivalent to pre-2 grade or higher in Eiken tests by the time they graduate.

The new basic plan will be endorsed at a cabinet meeting in early April 2023.
