Saitama prefecture to introduce a new ordinance against leaving kids at home alone.

Although leaving kids home alone is viewed as a form of abuse in many developed countries, it is legally permitted in Japan. The practice is perhaps due to Japan’s relatively safe communities.

But Saitama Prefecture is poised to be the first in the country to change that.

On Wednesday, Saitama prefectural assembly members of the Liberal Democratic Party introduced a bill defining leaving children alone at home as a form of “abuse”.

As a result, the revised ordinance is expected to prohibit parents from leaving grade 3 elementary school-aged children and younger alone in their homes, cars or elsewhere.

Parents of fourth to sixth graders would also be obligated to make efforts to do the same.

The revised ordinance would equally oblige residents of Saitama prefecture to report to authorities if they find any child left alone at home in their community.
