Japan to Grant Special Residence Permission to Foreign children

The Japanese government plans to give special residence permission to foreign children who were born and raised in Japan but do not qualify as residents of the country, Justice Minister Ken Saito said Friday.

The children will be allowed to stay in Japan after meeting certain conditions including having no serious crime offenses by any member of the family.

At least 70 percent of around 200 foreign children without residency status and 80 percent of whom are of schooling age, are expected to be granted special permission to reside in Japan.

The special residence permission is a system whereby foreigners subject to deportation with no resident status are allowed to stay in Japan on special terms at the discretion of the justice minister, based on a comprehensive assessment of their family circumstances and behavior. The government aims to help foreign children whose language is only Japanese, through such system in place.

The government’s move comes amid concern for children whose parents after three or more attempts to acquire refugee status, fail and risk being forcibly repatriated from Japan under the revised immigration control and refugee recognition law.
