There are talks the Japanese government is planning to relax the recent restriction by bringing back full capacity for large-scale events - provided - safety protocols such as appropriate ventilation and no loud voices are strictly observed. A previous research by the US National Institutes of Health suggests thousands of droplets from the mouths of people who talk loudly can stay in the air for between 8 and 14 minutes before disappearing.

Japan’s pragmatic approach in preventing a possible resurgence of infections while slowly reopening the economy, has proven sound with the continuous decline of covid-19 cases.

Whether an event involves shouting such as a sports game, competition, etc., will be dealt with on a case by case basis. In the present arrangement, the number of people allowed to gather for an event is restricted to no more than 5,000 for a large-scale event or at 50 percent capacity, whichever is greater. If the plan goes through without problems and infection prevention measures are adhered to, the number will be ramped up to 10,000 spectators for places under a COVID-19 state of emergency and 20,000 for places on pre-emergency stage.

The new rules are expected to be enforced as early as this month, the sources said.
